State law was altered to limit educational incentives to state employees around the renewal of the Correction Officers contract in 1996. The law was challenged in court and an arbitrator apparently decided that there should be no change to the educational benefits in the contract during the pendency of that litigation, however the state apparently wished to negotiate a contract that provided for benefits commensurate with state law, i.e. incorporating the result of the pending court decision. The union balked and refused to sign a contract. The board found this to be a good faith action and dismissed the complaint. |
