Contract required certain copays, state changed pharmacy networks. Same copays at new network, but some pharmacies excluded from network had higher copays. Board rules that changing the contour of the network, at least when it resulted in higher copays at some pharmacies, was a matter for bargaining although the extent of network was not specified in the contract.
