Increase in female forensic (criminal) admissions to civil wards of Slater Hospital over historic level of 3 leads to dispute over whether the state must negotiate new staffing levels. Board relied on a similar 1993 decision that state must negotiate staffing level, although staff had been reduced in that case. No definitive judgment as to the workload or safety factors posed by civil vs. criminal admissions.
