Town sought to withdraw an offer that had been verbally accepted but written acceptance post dated the withdrawal. Because there had not been previous insistence on written actions, board ordered the Water District to complete a contract based on the verbally accepted offer. It appears there may have been an error in the preparation of the accepted offer, but this was not advanced as a defense, rather the District insisted the offer was tentative and required ratification but because the negotiator made no such representation at the time and there were not rules or provisions requiring ratification this defense was set aside.
